This step takes all the information gathered and creates the software. This step usually answers the questions:
bulletWhat hardware should be used?
bulletWhich web server is appropriate?
bulletShould Java be used?
bulletIs DHTML appropriate?
bulletWill JavaScript or VBScript be appropriate?
bulletAre Java servlets to be used or are ASP pages appropriate?

The answers to these questions are made much easier to find, given that the questions of who will be using the system and the goals of the system are defined. That is, if the typical user is professional at a company that has a T1 line to the web, a Flash splash page may add spice, but if the typical user is on a 56KB dial up line, Flash or fancy graphics may not be appropriate.

Also, by this point the number of users that will be using the web site is defined, so the sizing of the hardware and determination of bandwidth needed is much easier.
